Context Afro Arab Youth Council (AAYC) was formed in 2004 at the conclusion of the first ever African and Arab Youth Festival held in Khartoum, Sudan as per the Khartoum Declaration. Its headquarters shifted to Kampala in 2008 at the conclusion of the second similar festival in which the youth gathered in Munyonyo decided to construct a permanent home as secretariate for the AAYC in Uganda as per the Kampala communique. The AAYC aims to use practical approaches to deal with youth pressing issues and provide realistic solutions which corelate with the current times. It is therefore an advocacy/lobby group for youth with membership of over 50 countries of the Africana and Arab world including African Union, Arab League and other International bodies

 

Position objective The Projects and Program Manager is responsible for the successful initiation and execution of program initiatives in Uganda. As part of the Leadership team, the manger is responsible for contributing to the strategic direction and tactical implementation of the organization’s programs in the country.

 

Program Life cycle (40%) Write project proposals to secure funding for the same from partners in fulfilment of its objectives.

Propose and draft various programs in which AAYC would be involved relating to the Organization’s objectives.

Overall management and oversight of the various projects/ programs activities to ensure program implementation and replication quality, with adherence to timelines and budgets across all strategic implementation.

Regional in-charge of program design, implementation, replication and evaluation phases

Ensure the timely and effective execution of the project lifecycle and serve as escalation support with a focus on risk mitigation, conflict resolution and program solutions.

Monitoring and Evaluation of Programs and Projects and results management.

Support resource planning and staff allocations as needed to meet implementation targets and workloads, along with facilities and equipment

Engagement of National and International stakeholders for partnerships with AAYC

Lobbying for funding for various programs and Projects of AAYC

Any other duties that may be assigned by the Secretary General

 

Process Improvement (30%) Identification of opportunities of program improvement, and methodology enhancements

Implementation and change management of reporting, and operational tools, templates and guides

Conducting debriefs with partners to strengthen replication processes

Mentorship and direct skills development of staff in capacity building, and best practice.

Analyze key national political and aid policy trends in areas related to AAYC’s work, funding trends and donor policies

Collaborate directly and effectively with government departments, the NGO Forum, local donors, government ministries, to strengthen advocacy objectives, ensuring AAYC policy position is effectively represented and opportunities for engagement are maximized.

Develop relationships with government institutions/departments with the objective of seeking funding/partnerships and opportunities of interventions.

Required Knowledge Skills and abilities

 

 

Organize workload effectively while remaining aware of changing priorities and competing deadlines

Ability to accurately complete multiple tasks while taking into consideration special assignments, frequent interruptions, available resources and multiple reporting relationships.

Able to establish, build and maintain effective working relationships with staff, government and other stakeholders to provide and solicit support

Excellent communication skills (written and oral) in English and local language of the communities where AAYC operates, with sensitivity and responsiveness to all partners/stakeholders including staff

Ability to handle new situations, analyze interventions and come up with solutions.

Computer literate with strong Microsoft Office skills, especially, Word. Power point and Excel;

Demonstrable experience working with civil societies and donor community

Experience with undertaking of community assessments and analysis

Interpersonal skills

 

Academic Qualifications and Experience Bachelor’s degree from a recognized University community development, law, development studies, social sciences, education or any other relevant field

5 years of demonstrable experience in advocacy, lobbying and fundraising skills

Experience in writing project proposals

Evidence of experience on record in attracting funding

Knowledge of functioning of International NGOs
